Braj Mohan Ram’s Rise to Raj Bhavan Odisha

By Bihari Chaupal Political Bureau

The appointment of political veterans to gubernatorial posts rarely occurs in a vacuum, often sparking intense debate over constitutional propriety, loyalty politics, and executive impartiality. The elevation of three-time former Lok Sabha MP Braj Mohan Ram as the Governor of Odisha has drawn significant attention from political observers and opposition parties alike.

While supporters view his appointment as recognition for decades of party work, critics argue it highlights the ongoing blur between non-partisan constitutional duties and partisan political allegiance.

Early Career and Electoral Dynamics

Braj Mohan Ram entered mainstream electoral politics during the turbulent early 1990s, winning a seat in the undivided Bihar Legislative Assembly from Latehar in 1991. He subsequently established a stronghold in the Palamu Lok Sabha constituency, winning three consecutive parliamentary elections on a Bharatiya Janata Party (BJP) ticket between 1996 and 1999.

However, political analysts point out that Ram’s parliamentary tenure coincided with an era dominated by high-voltage national coalition shifts rather than major individual legislative milestones. While he served on various parliamentary committees covering sectors such as coal, energy, and transport, critics suggest his legislative record was characterized more by standard party alignment than transformative policy interventions for his underdeveloped home region of Palamu—an area long troubled by poverty and infrastructural neglect.

Political Hibernation and Organizational Loyalty

After his parliamentary run concluded in 2004, Ram struggled to retain his electoral dominance in regional politics. As the electoral dynamics in post-creation Jharkhand shifted, Ram transitioned into organizational roles, serving primarily within the BJP’s Scheduled Caste (SC) Morcha.

To critics, his survival within the political ecosystem highlights a broader trend in Indian cadre politics: rewarding party steadfastness over active public mandates. Rather than carving out an independent regional power base, Ram remained a reliable, quiet loyalist through various political cycles, maintaining a low public profile until his constitutional appointment.

Gubernatorial Role and Early Controversy

The debate surrounding his transition from party strategist to constitutional head intensified immediately following his appointment. Controversy erupted when opposition parties, including Odisha’s Biju Janata Dal (BJD), strongly condemned comments attributed to Ram after his appointment, where he allegedly remarked that he would continue working to “strengthen the BJP” after taking office.

Opposition leaders voiced sharp concern, arguing that such remarks undermine the constitutional sanctity of the Governor’s office, which is required to remain strictly above party politics. While defenders framed the statements as a misinterpretation of routine post-appointment rhetoric, the episode reinforced broader national critiques regarding the gubernatorial office being utilized for political accommodation and party consolidation.

As Braj Mohan Ram assumes charge at the Raj Bhavan in Bhubaneswar, he faces the delicate challenge of distancing himself from his decades of party loyalty to demonstrate the strict neutrality required of a head of state.
